Dr. Mingxing Li studied at universities in China, Japan and the UK. From 1995 to 2002, he was deeply involved in the work related to China's accession to the WTO at the Chinese Central Government. From 2002 to 2023, as a member of the National Congress of the CPC and the CPPCC, he extensively participated in China's reform and opening-up. During the period, he successfully served in several economic positions in the Chinese Central Government, and was then appointed as the legal representative and Vice Chairman of the China Enterprise Confederation (CEC), the largest business/enterprise association in China with more than 500,000 enterprise members through 300+ city CEC chapters across the country, as well as the honorary chairman of the China UN Procurement Promotion Association. Since 2024, he has been a member of the China Economic and Social Council, actively engaged in China's economic development and international cooperation.

Dr. Li founded the Hainan Smart Industries Group in 2020, and secured the World Trade Center (WTC) licenses for Haikou and Sanya, the two largest cities on Hainan Island, in order to better participate in the development of Hainan Free Trade Port, China’s largest national-level special economic zone. He has served as a member of the WTCA APAC Regional Advisory Council (RAC) since 2023, and played an instrumental role for WTC network expansion to Tokyo, Osaka, and Jeju. He also actively worked with WTCA to strengthen WTC regional network by restructuring WTC Singapore, Hangzhou, and Nanning operations. Under his leadership, WTC Haikou successfully hosted the 2024 WTCA APAC Regional Meeting (APRM). He also led the joint establishment of the APAC World Trade Group alongside some WTC operations from China, Japan, South Korea, and ASEAN, and was elected as its Chairman. In 2025, he further expanded his services to the association after being elected as a Board Member of the WTCA.

Dr. Li’s current work is guided by three core, action-oriented goals:

Firstly, Micro-level excellence - Successfully operate WTC Haikou and Sanya, the two flagship WTC operations in China’s largest free trade port, serving as a bridge to unlock win-win cooperation between overseas WTC network and China’s dynamic market.

Secondly, Meso-level collaboration - In line with the WTCA’s vision of "Connect Globally, Prosper Locally", operating the APAC World Trade Group with the concept of "Cooperate Practically, Achieve Jointly" to explore a model for pragmatic, win-win cooperation within the global WTC network.

Thirdly, Macro-level initiative - Join hands with the entire WTCA community to enhance the functional value and global brand reputation of WTC network with ultimate commitment to elevate WTCA into a truly influential "UN of Commerce" and help accomplish the growth initiative of “Road to 500” of WTCA Board.
