WTC Goa organizes SLVDP with focus on GST.

World Trade Centre, Goa, in association with MSME Development Institute, Margao, Goa Shipyard Limited, Ministry of Finance, Govt. of India and World Trade Centre, Mumbai, organized a “State Level Vendor Development Programme with focus on GST” on 20th July 2017, at, Panaji Goa.
The key speakers at the Seminar were Mr. Shashi Kumar, Asst. Director,MSME – DI, Mr. Gaurav Kumar Jain, I.R.S. Assistant Commissioner, GST, Ministry of Finance, Govt. of India, Dr. Raghavendra P, I.R.S. Assistant Commissioner, GST, Ministry of Finance, Govt. of India, and Ms. Kavyalatha Garbham, Dy.G.M. Goa Ship Yard limited.

Mr. Shashi Kumar M – Asst.Director, MSME - DI, spoke on the Public Procurement Policy for Micro and Small Enterprise, 2012 which directs the Central Government Ministries, Departments and Public Sector Undertakings to procure minimum of 20 per cent of their annual value of goods or services from Micro and Small Enterprises. He further explained that the Public Procurement Policy rests upon core principles of competitiveness, adhering to sound procurement practices and execution of orders for supply of goods and services in accordance with a system which is fair, equitable, transparent, competitive and cost effective. He also spoke on the various other topics covered under the Policy which deal with Mandatory procurement from Micro and Small Enterprises, Special provisions for Micro and small Enterprises owned by Scheduled Caste or Schedule Tribe entrepreneurs, the process of price quotation in tenders , Developing Micro and Small Enterprise Vendors among other aspects. Mr Shashi Kumar also dwelt on the topic of the Udyog Aaadhar Scheme.

Ms Kavyalatha Gharbham, Dy. Manager, Commercial, representing the Goa Shipyard Limited, gave an overview of the development of the Shipyard over the years and explained the procurement policy as well as the vendor development programme of the Shipyard. She informed the delegates that the Shipyard annually procures goods and services to the tune of about 600 crores from local State level vendors out of which 20 percent is reserved for the MSMEs of the state. She highlighted the provisions made for procurement from the Scheduled Caste and Scheduled Tribe Entrepreneurs and explained the Vendor Registration Process, the List of Goods and Services reserved for the Local MSMEs, Vendor Development policy and the Quality training programmes initiated by the Shipyard and encouraged the State Level MSME's to come forward and be proud suppliers to Goa Shipyard Limited.
The sessions on GST conducted by Mr Gaurav Kumar Jain, IRS, Assistant Commissioner GST, and Raghavendra P, IRS, Assistant Commissioner, GST, addressed the various aspects of GST that included Registration, Input tax credit, Invoicing, filing of returns , Composition scheme for MSME, Job work procedure which is mostly done by MSME and export procedure and refund of IGST on account of export.
Earlier, Mr Cyril Desouza, Asst. Director, Trade Promotion, WTC, Goa delivered the Welcome address and also highlighted role of World Trade Centre Goa in promoting International Trade, and later in the programme proposed the vote of Thanks.
