VIETNAM’S PROVINCE MERGER: NEW BUSINESS HORIZONS

Recently, Vietnam’s National Assembly passed a resolution to reorganize administrative boundaries at the commune and provincial levels.Parliament passes a historic resolution to reduce the number of provinces and centrally-run cities from 63 to just 34. The goal is clear: streamline governance, optimize infrastructure, and unlock new growth potential for urban and industrial development. For example, Binh Duong Province, Ho Chi Minh City, and Ba Ria – Vung Tau are now part of a larger, interconnected economic region. The administrative name changes, but the physical location remains the same.

For foreign investors, this opens the door to bigger and more connected economic zones. With fewer administrative barriers, cross-border logistics and supply chains become smoother, helping manufacturers and high-tech companies operate more efficiently. Larger populations, expanded industrial zones, and better connectivity to Vietnam’s biggest commercial gateway — Ho Chi Minh City, all mean more opportunities to scale.

One of the biggest impacts is the expansion of industrial land. Mergers allow provinces to plan bigger industrial zones, create specialised parks for high-value sectors like automotive and semiconductors, and tackle land shortages in high-demand areas.

Experts believe that unified regional strategies and strategic infrastructure investments such as in highways, ports, airports and digital networks will break down old provincial barriers. This means manufacturers can tap into wider labour pools, optimize logistics, and reduce operational costs.
